But Wharf, CA is considered a high tax state relative to the rest of the country. Texas, on the other hand, doesn't even have a state income tax. Maybe the state's per pupil spending is crowded out by oversized teacher/administrator pensions and benefits, leaving proportionately less to end up in the actual classrooms. Maybe you have a governance problem out there and not a tax level problem? But don't despair, isn't cannabis going to mend the budget problems?
