They have in the past, which shows they still can now if we build such ships. If oil runs low, but coal doesn't (or doesn't to nearly the same extent), than we will build such ships again. If both do, than we probably get more nuclear ships, or perhaps use natural gas, or some form of bio-fuel or other type of synthetic fuel, we don't just hold up our hands and say "oh well, can't ship anything any more", people adapt.
