Negro is a better word than black as it differentiates among black people such as Melanesians, Australian aborigines and the darker hues of India. An albino Negro could still be a Negro, but it would be a bit silly to call them black.

The term African American is now used [in the USA] to mean Negro so the silly situation arises of a visiting English bloke of African descent being called African American.

I agree with you that Negro is a better term than the denigrating "black".

But the point of Chas's comment was more your idea that "the Negro" is like a beast of burden which you the overlord has to make work by using the right training and method. But generally, you are right that the proportion of those who can be fibre optic inventors is few. Same with Brazilians. You can get them to do some work, but not the high level work. The Brazilian is good for supervising the Negro. Now stop goofing off and get back to work. My customers are waiting. The Empire needs the profits.
