That would be incorrect. Look who's opposing the law in the SCOTUS appeal: "Civil rights" groups and businesses. Why would businesses oppose a law that would give them carte blanche? The law isn't all-encompassing (they had to let small employers off the hook to get it passed) but it's far better than nothing and far better than what the feds have done. And it IS enforceable. Opponents to any anti-illegales legislation ALWAYS claim unenforceability as a means to dodge the issue.
