Its the craziest thing I've ever heard." That's how the Europeans do it. Our military does it that way too. Both for political support for their programs. Can't speak about the military but I can tell you that Airbus has all kinds of problems with that approach and they've been doing it since Airbus's inception because of the 4 countries that make up Airbus.
