That's still ambiguous.

A $240bil cut from each year can mean one cut in the spending total (that continues each year, so each year has $240bil less spending, so its a cut from each year even if you've only cut once), or it can mean continual $240bil cuts (each year you cut $240bil, so your cutting $240bil from each year).
