He should resign, IMO. But they'll have a hard time replacing him because there is nobody to do it. Not that nobody WANTS to do it. There is, literally, almost nobody else in the town, let alone with interest in being on the school board for a one-room schoolhouse.

Keep in mind this took place in a town with 3 streets. Not exactly the big deal the news media made of it.
