Another major problem is quality control. The parts aren't meeting their standards. And then there are the individual screwups that effect any operation where there are a lot of different players with different work ethics and motivations. Whoever is supervising this mess must have one big headache.

Yep...my guess is that it's a complicated confluence of stuff that's hard to second guess without being a well placed insider.
