Besides Clinton which Presidents are you talking about?

Not Carter, not Johnson, not Kennedy, not Truman, doesn't apply to FDR ....

who's left? Wilson is the only other Democratic President in the past century. I checked and it doesn't apply to Wilson either as he had a Democratic Congress throughout his first term.
