For the record, humans have no problem scaling the 12' wall inside city limits and it can barely be considered an obstacle for the jaguars. But realistically, they jaguars aren't near the population centers that have the taller walls. All there is in the more remote areas is a feeble little barbed wire fence. Meaningless barriers from a jaguar's perspective.

Just let your illegal aliens know Canada is boosting their minimum wage by 70% - there is probably a grant for them to come here executive class.
