Which 40% of the electorate? The people against the idea of American global leadership and the costs that go with it are both on the right and the left. Both Ron Paul and Rand Paul, for example, are against foreign wars and want to cut military spending.

So there is hope that the country will agree to cut military spending, retrench from most bases abroad, and stop foreign wars, unless threatened directly.
