Message sent by CA voters was "save yourselves fellow Americans--slice us off and push us out to sea asap, or you'll go down in flames as well along with this 3rd world like state." They're wallowing in debt due to a pitifully incompetent lib state legislature. A lifeline is thrown to them by a brilliant manager - instead they re-elect the same moonbeam flower children who put them there in the first place. The definition of insanity: constantly repeating the same thing and expecting a different result.
