Obviously there are applications where it makes no sense to include it. Such as very low price, low pincount devices where the customer relies on the low cost onboard graphics capabilities. Any additional functionality and pincount will only harm the consumer by way of higher prices.

BTW, almost without exception the functionality would be there anyway as Intel wouldn't pull it out of the design just to save a tiny bit of silicon area.
