Actually, you highlighted some points that fit your sociopathic (sociopathetic?) needs. You ignored the salient points.

for example, the piece closed with:

(Cisco's) Higgs said he was still confident the impact from the financial turmoil wouldn't have a serious effect on sales because many large companies, especially telecommunications companies, have no choice but to upgrade their computer networks.

'At the end of the day, infrastructure has to go in,' he said.

IMF.

It's cheaper to install telecomm backbones than to build roads.
