The state and cities and counties have contracts with the Public Service Unions. They must abide by these contracts for anyonel they hire until they expire. The problem is that the public leaders made contracts which were much to generous as to salary, benefits, and pensions. The Governor of Washington rolled over when she came in office and paid of the unions with a very generous contract and now she is complaining about not enough money and cutting services, parks, etc to the public to fund these employment contracts.
