If that happens, the next two years will be devastating to our society, at least as I understand the phrase "shutting down the government." You and I probably have different ideas about how or in what manner that phrase operationalizes. I am not talking about it at all. Rs are talking about it. Apparently, they did it in the mid 90s. Next June Congress has to raise the debt ceiling, or there will not be money to pay gov't expenses, including SS, medicare, disability, the military etc. This is not news. The Rs and teapers have been talking this issue ad nauseum for a couple of months now. That's why I suggest you do some research. I think you only have a facile understanding of what's happening and the kind of people with whom you have aligned yourself.
