They want -inside their heads- everything mapped up and neatly organized. This contradicts with the real world which is inherently chaotic and constantly changing.

Note Brazil´s laws and regulations that intends to live nothing to chance.

Resulting in unwieding bureaucracy.

Note their changing again and again to fit the new changed environment.

Reacting to any new fact as if it is the end of the world.

Like you say going up and down from unbridled enthusiasm to gloomy outlook.

When Mantega reacts to USD, he sees potential downfall. Chinese seat tight and let outcomes unleash and then react. Irrespective what causes to others out there. Such is the Chinese mindset.

Brazil´s Mantega -true to his Latin mindset- sees the damage as already done and seeks a remediation to prevent that outcome.

Rest of Brasil decoupled from S. Paulo. SPO is a bubble. The rest of Brasil has been claiming its own space and this is going to accelerate more and more.

S. Paulo is capital hogger, Klaser! But that is ending now.

Northeastern is one Brazilian China. Many poor people raising to middle class. They threw all their weight in votes to PT and elected Lula appointed Dilma.

Politicians in Brazil are rewarding with the benefits of growth their constituencies. That is what Lula did with his doling bolsa for this and bolsa for that.

Created the purchaising power for the Northeasterner shirtless. They stay there. They go to school and they consume keeping economy humming along.

They (PT bosses) also planned the spread of (potential) oil wealth to the whole country instead of the southeastern states along whose coast pre-salt oil is.

Brazil must keep forcing Northeasterners and its shirtless out of poverty.

Luckily agriculture frontier, mineral provinces are spread over the country.

Hogging is bad.

Spreading is good.
