They better get it before January. If Obama was smart he would freeze all funds. Of course he isn't, but maybe somebody would fill him in.

You must build and improve mass transportation prior to making gasoline prices prohibitive. Didn't algore have that in one of his books? Somehow that does't seem to quite fit in with owning Government Motors or electric cars, does it?
