Re: "Both what" BOTH areas where federal control and authority has supplanted what was PREVIOUSLY considered to be entirely within the States' purview. BOTH (and many others) deriving from the Supreme Court's expansion of it's interpretation of what the US Constitution's 'commerce clause' is supposed to mean. The federal bureaucratic edifice of drug prohibition (as exampled by the marijuana prohibition I mentioned) AND the bureaucratic edifice and mandates (including the mandate to purchase insurance, also already mentioned) erected in the health care act. And, many, many, other extensions of federal power in recent decades.... ALL deriving their legal authority from the court's expanded view that the 'commerce clause' covers almost EVERYTHING. (Even things that never cross a state line and never enter commerce!)
