I have a suspicion (sp?) that the TA is printing up the 144 restricted shares and the DTC is interpreting that as shares available for issue.

This cannot happen. I just spoke with the TA and NO they cannot use the restricted shares to issue certs for common shares requested in name form.

And I would certainly hope the assumption is correct that the DTC would not be dumb enough to not know the difference between restricted and common shares.
