In any neck of the woods. Its an important concept most of the time, at least when your spending money, but that doesn't mean every question is logically connected to it. If I asked you what color your car was, cost effectiveness would be unlikely to be relevant. Similarly "is this spending for oil", is not answered by cost effectiveness considerations. If it is cost effective spending that doesn't mean its for oil, and it doesn't mean it isn't. If its not cost effective spending, it doesn't mean its for oil, and it doesn't mean it isn't. Like the question of the color of your car, data on cost effectiveness doesn't give us an answer here.
