Exactly. And when the last loan is paid back, but so far the government hasn't received more than it put in, and I don't think its likely to, at least if you adjust for inflation and other time value of money considerations.

Even the government does get everything back from the subset that is TARP, clearly the bailouts in general, will come at a net cost to the government.
