A foreign sub launching a missile outside LA would be considered bad form. Maybe it was suppose to be a "secret" US launch of some sort. But that doesn't seem likely either. Or maybe the US military just got screwed up in its missile-launching schedule and it turns out to be ours. Seems the most likely explanation.
