Just political posturing..

The Chinese have been devaluing their currency, quite unnecessarily, for years now by pegging the Yuan to the USD.

They've certainly been doing it against the Euro and Yen.

The US economy has been subsidizing economic growth around the world, via our debt. It's time for that to stop and for major change in resolving trade imbalances.

It's one thing to produce, but economies have to consume, and strive for balanced trade.
