Gas is taxed and this is the source of highway construction. In fact in Maryland at least, this "highway user fund" is often raided and the money used for other transportation related funding such as subways or light rail. From what I can see people don't use the trains that we have now, so why do you think they will use new rail lines. Of course if the TSA gets any more difficult things could change.

I don't know about others but I have pretty much stopped any elective flying. For vacation purposes, if I can't drive I don't go. Only fly if absolutely necessary.

Your concept that we subsidize oil through the military is interesting. I am going to cogitate on that concept.
