I've read that lots of companies are cutting back on retiree benefits as a consequence of PPACA reducing/eliminating the subsidy. Product of horse trading in getting the bill passed.

As for federal retirees, I noticed that the Deficit Commission addressed out health benefits in the report that was released yesterday. Wants to "increase cost sharing." Since Medicare pays first and the retiree coverage only fills in the gap (20%), that would not seem like much of an opportunity for deficit reduction. Since we pay the same for it as current employees, where it pays first and fully, I imagine that a lot of retirees would drop coverage. Another one of those unintended consequences when you don't think things through.
