No, that means producer price inflation but proves nothing about what is passed on to the consumer. It's an equal possibility that retailers will hurt their margins to maintain their price appeal

Equal possibility? I would argue there is a possibility of that but it is far from equal. ........And the chances of prices dropping under such a scenario is less yet - at least in the long term.
