I didn't say it couldn't have happened, only that it was an unlikely scenario. It wasn't a natural progression. Sure, some enterprising insurance company could have come up with the idea, pitched it to either the unions or the companies, and it struck a chord louder than all competing ideas. But that probably would not have happened. I think that the unions would have gone for group meat over group insurance.
