Its a ploy to get people to buy stuff for them using stolen credit cards. There are overseas crooks with plenty of credit card numbers, they are a dime a dozen, but they need someone in the states to help them. Seem like there was a show on this on 60 minutes a while back where some "unwitting" people got in trouble because they were reshipping stuff for crooks.
