What the senate allows in theory is for a ruling party to stack the upper house so that in event of defeat their appointed minions may them send back bills coming from the other party.

An elected senate would make government more exciting. So would individual member's ability to question government budgets, and petitions from the masses.

I still think a government elected by lottery would be fairest.

No government at all would be fairer still.
