No. Less. Most people today don't have enough power to start war on each other. The elimination of large country dominance would effect a powerlessness of demagogues, armies, and national will which is what starts wars today. A small problem regarding laws and international treaties arises. But it is no worse than arguing with your wife, which ends up being a federal case most of the time.

Ah, but there is one group in every one of those countries that does not go to war or vote. They are neutral and well respected for being good citizens.
