So let me tell you, the article you quote is damn wrong. A well
managed WEB server only allows CGI to be run from a
specific directory which in no way someone can ftp an EXE
to.

What it describe is a case which will bomb the machine
that access the URL link like "ftp://user/crash.exe". For
Netscape or IE, the machine that access this link will be
asked to execute the program or not. The server is NOT
AFFECTED in anyway.

If you don't know, ask. Don't assume.
