Yup; 31 years of R governors in 44 years will do that, even without Prop 13.

It could have been avoided, if we had pulled different levers on election day.

It's no coincidence the US is about 10 years behind Cal; we elected Raygun in '66, and the US didn't until '80.

Good article, Paul. The article doesn't mention this specifically, but it seems to me that Texas must surely be suffering the same ill effects of illegal Hispanics that California does. They add to the poverty rates and put a drain on public services such as school and hospitals. A lot of budget problems are being caused by this one thing, not necessarily poor management by state officials.
