I would be surprised to find out that the 1.6 -1.8 million share float has not been or is not reached. For what other logical reason would the DTC send the requests back to the brokers?

Wouldn't it make more sense to think the 1.8M number has been reached, causing the request to be kicked back to the broker? Why else would they "refuse" the request?
