Interesting. In reverse, non-Americans often get "available only in the USA" after we have gone through a project of signing up for something.

It is their nature. If they see some money called a fund, they want to pocket it.

That started with social security and unemployment money.

When I see the summer forest fires in Portugal, I don't even have to seek for the evidence:

Those are fires started by owners to get some money from the EU...
