We're talking about certs in hand, not certs ordered. I think Riley is only keeping up with "foundation" numbers. Quite frankly, I believe a lot of people are being apathetic because they don't believe their brokers are screwing them. If they had a verifiable number that said the certs in hand match the float, maybe it would sink in some folk's heads that their broker is givin them the runaround.
