The emission testing has been done in NY. We commonly use test information from one site to amend the permit of another.

"THere is no way you can change the basic product or output and use the same permit. It may be a modification or change to an existing permit, but the process is the same... testing etc, as has been done in NY."

"COMPLIANCE STACK TESTING

By CRA"

I believe you are pointing out that a stack test conducted by a respected company like CRA is acceptable test data in multiple countries.

For example, CRA has an offices in many cities in Ontario, Canada and the United States.

"I guess they could simply assemble Units #2 and 3 at the blending site."

Having little over 18 years of engineering experience myself of primary /secondary distillation units and down stream processing for two refineries this statement proves to me how much misinformation is being posted.
