WASHINGTON — The House ethics committee's top prosecutor called Thursday for Charles Rangel, D-N.Y., to be censured for abusing his office and engaging in financial misconduct as the two-year probe into Rangel's affairs neared an end.

The censure recommendation by Blake Chisam, the panel's top lawyer, is the most serious punishment, short of expulsion, that the House can impose. The full ethics committee will debate Rangel's punishment at a closed hearing this afternoon. Lawmakers are expected to send their recommendations to the full House, which would have to approve formal censure.
