Watts LONDON (MarketWatch) -- Tensions related to the reluctance of some countries to allow free-floating exchange rates aren't solely a case of pitting emerging economies versus developed economies, U.S. Federal Reserve Bank Chairman Ben Bernanke said Friday. There is "certainly a continuum" on policies within emerging markets, he said during a panel discussion at a central banking conference in Frankfurt. Countries such as Turkey and Brazil, which have mostly allowed exchange rates to adjust while pursuing domestic inflation targets, have often faced a double burden, with their currencies appreciating more than would be the case if other emerging economies pursued freely-floating exchange rates while also witnessing growing capital inflows, he said. The "emerging market vs. emerging market dichotomy requires a lot more attention," he said.

TJ, Hong Kong's legal autonomy means as much as did the legal autonomy of Auckland where I live. We recently had the government decide our legal autonomy had had its day and they changed the law. We were taken over by Manukau City and surrounding regions in a bloodless conquest though a very very expensive one.

Hong Kong has autonomy akin to a 3 year old playing in the garden until called inside to have a bath.

Suppose 3 year old Hong Kong decides to secede and become part of Auckland. Do you think your Mummy would allow that? "You naughty boy. You are not to go wandering down the street and into other houses claiming you live there now." Mummy will punish naughty boy who will be sent to his room or hit by Mummy. Or Daddy.
