Perhaps, but that would put Microsoft in a rather enviable position. People had been worrying about whether or not Microsoft could integrate Office with the OS. The argument against that was, even if Microsoft could do so, it would be a dumb move. With your proposed interpretation, Microsoft could sell Office seperately, sell Windows seperately, and integrate Office with Windows in other cases, making the consent agreement completely worthless.
