They can propose a deal.

US military pack off.

China topples the Northern losers by removing aid.

US is looking for savings in defense anyway.

South Korea could, together with China, divert some USD (which are now aplenty) to rebuild the losing country.

China could ask -as part of the deal- US end of Cuba embargo and we would have two anachronic states relics of Cold War done for at a single go.
