The age limit for driving cars was 15 when I was learning and until recently though these days there are restrictions on who they can take as passengers and hours of operation. I got my licence the day I turned 15 and had to sit on a cushion to see over the steering wheel. I was unrestricted in what I could do.

I drove trucks from the day I turned 18. I was a scaffolder when that job involved climbing around scaffolding like a monkey, with nothing below. My job was putting up the scaffolding. My training involved climbing out onto the scaffolding and being told where to put the bars by the ticketed scaffolder.

There are all sorts of OSH [safety and health] regulations these days with inspectors hassling everyone. So presumably there is a mining law on age too.
