Only if you define conservative by opposition to such measures, which wouldn't be a very good definition, and also would make your argument mostly circular.

As for black votes they started to mostly go to the Democrats back with FDR not during the civil rights changes in the 60s. Important factors for those votes still going to the Democratic Party include tradition (its what their family had done, and what the people they know mostly do), and the fact that the Democrats are more likely to support social program spending, as are black Americans.

YOu IMPLIED THE TRUTH WAS SOMETHING EXACTLY THE OPPOSITE by saying Republicans voted for the 64 civil rights act.

I stated the exact truth. You blamed Republicans, but they voted for the bill in large numbers. You also ignore the fact that many of the votes for the bill where not from liberal Republicans, and that voting against the bill doesn't imply being racist, supporting racism, or pandering to racists. You also ignore the fact that conservatives today support the vote in overwhelming numbers.
