Protect the rich class that provides the growth. Enact law for the rich and strong not to beat the poor and weak too much. The poor guy must be given a chance to climb socially to middle class by his own effort. The act of pulling himself from shirtless provides gain for the rich class Among those poor, there is human capital to be mined for the benefit of the rich and even this little guy with his animal sprit can raise to the rich class. Give the middle class a sense of security. Clean streets and little crime so that middle class toe the line. The nation-state use taxation and rule-making to do the balancing act of managing all that above.
