Which comes first, the chicken or the egg? Are crooks rampant because it's a cultural norm, or do the dishonest government and community bosses cause the crooked culture? "Oh well, everyone's doing it so I might as well be in too". Once people decide they are in too, there isn't really a lower bound and any level of crime becomes normal.

Dog eat dog, grab while you can, and the devil take the hindmost cultures are particularly dishonest.

China appears to be trying to reduce the worst excesses of crime and corruption, but there seems to be plenty to go around. China would do well to copy Japanese culture. TJ's obsession with panty-sniffing seems to block his view of the vastly more important, real and beneficial aspects. If you lose a wallet in Japan, you'll probably get it back. In China - don't make me laugh. In NZ, they don't wait for you to lose it. In Brazil they shoot you in the back to get it.
