Without democracy the citizenry have no "skin in the game" and the government has little legitimacy.

When things go badly (economically, militarily.. etc) the people can easily blame the government, since it's illegitimate. This increases the likelihood of social unrest, and consequent social repression.

Were Bejing smart, they would be focused increasingly on fostering democratic reforms at the local and provincial level. All politics is "local" and it's important to develop a societal understanding of what is required to create representative government, as well as the responsibilities of the local voting constituency to resolving problems through political compromise.

Again.. dictatorship is what happens when democracy has been undermined. The only legitimate form of government is a democratic one, messy and chaotic as it often might seem.
