As a result, the income from the company will be taxed twice.

That does reduce the attractions to investors, but COS.UN is still the majority owner of an immensely profitable operation. There may be big international oil companies that would like to own the whole thing. The Chinese certainly would like to, but Canada won't allow that.

The biggest risk to an investor might be nationalization, or else confiscatory taxation.
