So yes-- conjecture that understandably gets translated into high probability given the positive, hopeful desires. But truth is forward progress = yes and hopeful; commercial production = no but possible. It is conjecture that is attempting to induce readers to fill the gap differently and change the "yes/hopeful" to yes/definitive" and the "no/possible" to a "yes/immediately thereafter."
