What was a very hopeful dynamic provided by ltg has been turned into conjecture but being portrayed as a very high probability production event.

The keys points are "could be ready" (with the understanding the 7 day timeframe was suggested by ltg-- DEC did not offer it) and "seriously thinking of issuing."

So yes-- conjecture that understandably gets translated into high probability given the positive, hopeful desires. But truth is forward progress = yes and hopeful; commercial production = no but possible. It is conjecture that is attempting to induce readers to fill the gap differently and change the "yes/hopeful" to yes/definitive" and the "no/possible" to a "yes/immediately thereafter."
