I am an ATPG share holder and I share Ed's concerns. Based on how I see the coming political reality - only the super majors may be able to afford GOM drilling if essentially unlimited financial capability - not liability - is required going forward.

D.Root, ATPG -- that's the sad irony of it all -- the BOEM apparently has decided not to go down that path in deciding who can drill in the deepwater and who can't. It doesn't matter if you have 4 levels of redundancy in protecting against a blowout -- you still have to demonstrate that you have the capability of dealing with an extended uncontrolled blowout. At least that's my understanding of these rules, which admittedly is based on only a modicum of attention to them. Hopefully someone would be kind enough to set me straight on this, if necessary.
