D.Root, I don't know, I'm not really following it too closely. Salty at msg. #142321 says he thinks that that is what will happen.

State waters are under state jurisdiction. Of course this would not stop the long arm of the feds from overriding state rules if they ever felt the states were not adequately protecting people. So far I have't seen any mention of this (but again I must say that this whole issue is not one that I have been following very closely).
